미국 국가안보국(NSA)이 유럽연합(EU) 본부뿐 아니라 한국과 일본을 포함해 38개국의 주미 대사관에 스파이 행위를 했다는 의혹이 제기됐다.

또한 독일에서 하루에 수천만건의 전화통화와 인터넷 사용 기록을 수집·저장하는 등 NSA가 유럽 국가를 겨냥해 대규모 정보수집 활동을 한 정황도 드러났다.

이에 따라 유럽이 미국과 자유무역협정(FTA) 추진에 큰 영향을 받을 수 있다고 밝히는 등 관련국들의 반발로 파문이 커질 것으로 예상된다.

영국 일간지 가디언은 지난달 30일 인터넷판을 통해 NSA가 38개국의 미국 주재 대사관을 '표적(target)'으로 지정하고 도청과 사이버 공격 등을 통해 정보수집 등 염탐을 했다고 보도했다.

가디언이 전 중앙정보국(CIA) 요원 에드워드 스노든(30)으로부터 입수한 NSA의 일급비밀 문건에 따르면 이 같은 스파이 활동 대상 38개국 리스트에는 '적대국'으로 여겨지는 나라나 중동지역 국가 외에도 미국의 우방국들이 대거 포함돼 있었다.

아시아 지역 내에서 미국의 최우방으로 꼽히는 한국과 일본도 이 리스트에 올랐다.

프랑스와 이탈리아, 그리스 등 유럽국가들을 비롯해 인도, 인접국 멕시코와 중동지역의 우방인 터키도 38개국 안에 들어 있었다고 가디언은 전했다.

반면 영국과 독일 등 다른 서부 유럽 국가들은 2010년 9월 자로 작성된 이 리스트에서 빠져 있었다.

가디언이 입수한 또 다른 문건에는 스파이 활동의 목적과 방법도 들어 있었다.

NSA의 2007년도 문건에는 NSA가 워싱턴DC의 EU 대사관을 겨냥한 염탐을 통해 대상국들의 내부 정보와 정책상의 이견 등 회원국 간의 불화를 포착하려 한다는 목적이 제시돼 있다고 가디언은 설명했다.

이 문건에는 또 "워싱턴DC의 EU 대사관의 '크립토 팩스'에 (장치를) 심었다"는 표현이 나오는데 이는 상용화된 암호화 팩스에 도청장치를 설치했다는 언급이라고 이 신문은 전했다. NSA 문건은 문제의 팩스가 각 대사관이 본국 외무부로 문서를 전송할 때 쓰는 것이라고도 적었다.

NSA는 전자기기 안에 설치한 도청장치 외에도 컴퓨터 하드드라이브 내의 모든 자료를 몰래 복사해오는 시스템 등도 이용했다.

도청 대상국별 작전명도 문건에 언급돼 있었다.

주 유엔 EU 대사관을 겨냥한 작전은 '페르피도'(Perpido)라고 불렀고 유엔과 워싱턴 주재 프랑스 대사관을 상대로는 각각 '블랙풋'(Blackfoot)과 '워배시'(Wabash), 워싱턴 주재 이탈리아 대사관에는 '브루노'(Bruneau)라는 작전명을 붙였다.

가디언은 이런 스파이 활동을 NSA가 단독으로 수행했는지, 혹은 미국 연방수사국(FBI)이나 중앙정보국(CIA)과 공동작전으로 진행했는지는 명확히 나타나있지 않다고 덧붙였다.

한편 NSA의 EU 본부 도청 의혹을 제기한 독일 주간지 슈피겔은 후속보도를 통해 NSA가 EU 국가를 상대로 전화통화와 인터넷 이용 기록을 대규모로 수집했으며 특히 독일이 주요 표적이 됐다고 전했다.

슈피겔은 EU 국가를 상대로 수집한 전화 통화·이메일·휴대전화 문자메시지, 온라인 채팅 등 통신기록 통계가 담긴 NSA 내부 문건을 입수했다.

이 문건에 따르면 NSA는 독일에서 매달 5억건에 이르는 통신정보를 수집해 저장했다.

평일의 경우 독일에서만 하루 최고 2천만건의 전화통화 기록과 1천만건의 인터넷 데이터 교환 기록이 NSA 손에 들어간 것으로 나타났으며 최대치를 찍은 올해 1월7일의 경우 6천만건에 달했다. 이에 비해 NSA가 프랑스에서 수집한 정보는 하루 평균 200만건이었다.

슈피겔은 NSA가 전화·인터넷 기록 등 정보를 수집하면서 독일을 중국과 이라크, 사우디아라비아와 같은 선상에 놓았다고 설명했다.

NSA의 이런 스파이 활동 대상에서 제외된 국가는 호주와 캐나다, 뉴질랜드, 영국뿐이었다고 슈피겔은 덧붙였다.

US intelligence services are spying on the European Union mission in New York and its embassy in Washington, according to the latest top secret US National Security Agency documents leaked by the whistleblower Edward Snowden.

One document lists 38 embassies and missions, describing them as "targets". It details an extraordinary range of spying methods used against each target, from bugs implanted in electronic communications gear to taps into cables to the collection of transmissions with specialised antennae.

The documents suggest the aim of the bugging exercise against the EU embassy in central Washington is to gather inside knowledge of policy disagreements on global issues and other rifts between member states.

The new revelations come at a time when there is already considerable anger across the EU over earlier evidence provided by Snowden of NSA eavesdropping on America's European allies.

Germany's justice minister, Sabine Leutheusser-Schnarrenberger, demanded an explanation from Washington, saying that if confirmed, US behaviour "was reminiscent of the actions of enemies during the cold war".

The German magazine Der Spiegel reported at the weekend that some of the bugging operations in Brussels targeting the EU's Justus Lipsius building – a venue for summit and ministerial meetings in the Belgian capital – were directed from within Nato headquarters nearby.

Among the documents leaked by Snowden is a floor plan of the mission in midtown Manhattan.
